Conditions or Reasons:1) The proposed development, by virtue of its scale, position, detailed design including rear roof projections and gable ends and limited plot size, is of poor design and represents an overdevelopment of the site. This would result in an undesirable and unacceptable form of frontage and backland development, out of keeping with and detrimental to the established character and pattern of development in the surrounding area. The proposed development is therefore contrary to policy SE4 of the Surrey Structure Plan 2004 (as saved by CLG Direction 21/09/07), policies H4 and G5 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24/09/07) and the SPG Residential Design Guide 2004.
2) The proposed development, by virtue of its position, scale and design, would have an overbearing impact on the adjacent properties 4 Pickering Place and 90 Aldershot Road. The balconies in the rear elevations of plots 4, 5 and 11 would result in an unacceptable level of overlooking for the adjacent properties 4 Pickering Place, 82 Aldershot Road and 90 Aldershot Road. The position of the access road and parking spaces would also have a detrimental impact on the residential amenities of the occupiers of 90 Aldershot Road. As such the proposal would be contrary to the provisions of policies G1(3) and H4 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 21/09/07).
3) The development proposes insufficient on-site parking provision, which would lead to conditions prejudicial to the safety and free-flow of traffic on the A323. As such the proposal is contrary to the provisions of policy G1 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24 September 2007), policy DN3 of the Surrey Structure Plan 2004 (as saved by CLG Direction on 21 September 2007) and Vehicle Parking Standards SPD 2006.
4) The location of parking spaces 12, 13, 15 and 16 would lead to vehicles turning around and manoeuvring within close proximity to the site access, thus preventing vehicles from being able to turn into the site from Aldershot Road, leading to conditions prejudicial to the safety and free-flow of traffic on the A323. As such the proposal is contrary to policy G1 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24 September 2007) and policy DN2 of the Surrey Structure Plan 2004 (as saved by CLG Direction on 21 September 2007).
5) No adequate provision has been made within the site for the satisfactory turning of service vehicles, resulting in large vehicles having to reverse onto or off the carriageway of Aldershot Road, thus leading to conditions prejudicial to the safety and free flow of traffic on the adjoining public highway. As such the proposed development would be contrary to the provisions of policy G1 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24 September 2007) and policy DN2 of the Surrey Structure Plan 2004 (as saved by CLG Direction on 21 September 2007).
6) The following levels of contribution and provisions would normally be sought from the applicant had the application been supported.

A SANGS contribution of £10,465 (net increase of 5 x 3 bed and 2 x 2 bed) for avoidance works at Riverside Nature Reserve, in keeping with the tariffs set in the Guildford Borough Council Thames Basin Heath Special Protection Area Interim SPA Avoidance Strategy (September 2006).
A contribution of £22,413 towards recreational provision, in accordance with policy R3 of the Guildford Borough Local Plan.
Achieve a Code for Sustainable Homes accreditation, minimum level 3
Monitoring and legal costs.

Without a completed legal agreement securing these contributions and provisions an objection is raised in accordance with policies G6 and R3 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24/07/09), policy DN1 of the Surrey Structure Plan 2004 (as saved by CLG Direction 21/07/09), the 'Infrastructure' SPD 2006, 'Sustainable Development and Construction' SPD 2005 and the TBHSPA Interim SPA Avoidance Strategy 2006.

3) The applicant is advised that the above highway reasons for refusal (numbers 4 and 5) may be overcome if sufficient turning space could be provided within the site to enable service vehicles to enter and exit the site in a forward gear and parking spaces 12, 13, 15 and 16 were relocated to a position further away from the junction.
