Conditions or Reasons:1) The proposed development, by virtue of the scale and height of the houses and their small garden size, would result in a cramped development with insufficient amenity space to adequately support the proposed dwelling sizes. As such the proposal would represent an overdevelopment of the site, contrary to policies H4, G5(1) and G5(2) of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24/09/07).
2) The proposed development, by virtue of the scale, bulk and height of the proposed houses, would be at variance with that of the surrounding houses to the extent of having a significant and adverse impact on the character and context of the immediate area. As such, the proposal is contrary to policies H4 and G5(2) of the Guildford Bororugh Local Plan 2003 (as saved by CLG Direction on 24/09/07).
3) The following levels of contribution and provisions would normally be sought from the applicant had the application been supported.
A contribution of £24,730 for improvements at the SPA avoidance site at Riverside Park
Achieve Code for Sustainable Homes, Level 3 or above
Achieve 10% of the energy requirements of the development to be met by renewable sources on site.
An open space contribution of £35,726 towards off-site recreational and amenity provision in the locality.
Without a completed legal agreement securing this contribution an objection is raised in accordance with policy G6 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24/09/07) , policy DN1 of the Surrey Structure Plan 2004 (as saved by CLG Direction on 21/09/07), the Infrastructure Supplementary Planning Document (Sept 2006) and Thames Basin Heath Special Protection Area Interim SPA Avoidance Strategy (Sept 2006).
