Conditions or Reasons:The development hereby approved has been assessed against <TxtPolicies> and material considerations, including third party representations. It has been concluded that the development, subject to the conditions imposed, would accord with the development plan and there are no other material considerations to justify a refusal of permission.
1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

Reason: To comply with Section 91(1) of the Town and Country Planning Act 1990 as amended by Section 51 (1) of the Planning and Compulsory Purchase Act 2004.
2) Prior to the commencement of the development the applicant shall submit for the written approval of the Local Planning Authority a Travel Plan in accordance with the aims and objectives of PPG13 (March 2001) and the Government White Paper (July 1998). Following completion of the development hereby approved, the applicant shall implement the approved travel plan and thereafter maintain and develop the travel plan to the satisfaction of the Local Planning Authority.

Reason: In recognition of Planning Policy Guidance Note 13 Transport.
3) No new development shall be occupied until space has been laid out within the site in accordance
with the approved plans for cars to be parked and for vehicles to turn so that they may enter and
leave the site in forward gear. The parking/turning area shall be retained exclusively for its
designated purpose.

Reason: In order that the development should not prejudice highway safety nor cause inconvenience to other highway users in accordance with policy DN2 and DN3 of the Surrey Structure Plan 2004 (as saved by CLG Direction 21 September 2007).
4) The proposal shall be carried out in strict accordance with the Arboricultural Method Statement dated 26 September 2008 submitted with the application and must accord with British Standards 3998:1989 'Recommendations for Works to Trees'. Only the approved details shall be implemented.

Reason: To ensure protection of the Oak tree, in accordance with the following policy number(s), G1 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24 September 2007).
5) Prior to the commencement of the development, a plan showing the tree protective fencing around the Oak tree shall be submitted to an approved in writing by the Local Planning Authority. The approved fencing shall be erected on site prior to commencement of development and shall be retained for the duration of the construction works.

Reason: To ensure the protection of the Oak Tree in accordance with policy G1 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24 September 2007).
6) The development shall not commence until details of the proposed clearance and replacement planting, including additional trees, hedgerows or shrubs to be planted on the west and east boundaries, has been submitted to and approved in writing by the Local Planning Authority. The approved scheme shall be implemented in the first planting season following commencement of development and shall be maintained in perpetuity for the duration of the development.

Reason: To safeguard the visual amenities of neighbouring properties. In accordance with the following policy number(s), G1(3) of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24 September 2007).
7) No external lighting shall be installed to illuminate the proposed parking spaces.
