Conditions or Reasons:1) The proposed flats comprise an unsatisfactory form of development that would be out of character with the locality, which primarily comprises single family dwellings. The proposed development is therefore contrary to policy H4 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24/09/07) and the Council's Supplementary Planning Guidance, Residential Design Guidance, July 2004.
2) The following levels of contribution and provisions would normally be sought from the applicant had the application been supported.
A SANGS contribution of £938 (2 x 1 bedroom flats) for avoidance works at Riverside Nature Reserve, in keeping with the tariffs set in the Guildford Borough Council Thames Basin Heath Special Protection Area Interim SPA Avoidance Strategy (September 2006).
Achieve a Code for Sustainable Homes accreditation, minimum level 3.
Monitoring and legal costs.
Without a completed legal agreement securing these contributions and provisions an objection is raised in accordance with policy G6 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24/07/09), policy DN1 of the Surrey Structure Plan 2004 (as saved by CLG Direction 21/07/09), the 'Infrastructure' SPD 2006, 'Sustainable Development and Construction' SPD 2005 and the TBHSPA Interim SPA Avoidance Strategy 2006.
