Conditions or Reasons:1) The proposed development would result in an unsatisfactory terraced form of development which would be inapropriate to and at variance with the prevailing form of semi-detached development in the vicinity. The proposal would therefore be contrary to the established development pattern and would significantly and adversely affect the character of the locality. The proposed development is therefore contrary to policies H4 and G5(1) of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24/09/07).
2) The proposal, by virtue of the increased built form, would result in the development appearing cramped and visually dominant and would lead to the loss of an open space of value which contributes to the character of the area. The proposed development is therefore contrary to policies H4 and G5(10) of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24/09/07).
3) The Local Planning Authority, in the absence of an appropriate assessment and in the light of comments made by English Nature, is unable to satisfy itself that the proposals would not have an adverse effect on the integrity of the Thames Heath Basins Special Protection Area. In this respect, significant concerns remain with regard to the adverse effect on the integrity of the Special Protection Area, including impact on hydrology of the area, the deterioration of the quality of the habitat and increased disturbance to birds. No mitigation measures are proposed and as such the development is contrary to Policy SE7 of the Surrey Structure Plan 2004 (as saved by CLG Direction on 21/09/07) and Policies NE1 and NE4 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24/09/07).
4) The following levels of contribution and provisions would normally be sought from the applicant had the application been supported.

A contribution of £1211 for improvements at the SPA avoidance site at Riverside Nature Reserve, in keeping with the tariffs set in the Guildford Borough Council Thames Basin Heath Special Protection Area Interim SPA Avoidance Strategy (September 2006) for SANGS contributions.
Achieve Code for Sustainable Homes, level 3 or above
10% of the energy requirements of the development being met on-site by renewable sources

Without a completed legal agreement securing these contributions and provisions an objection is raised in accordance with policy G6 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction on 24/09/07), policy DN1 of the Surrey Structure Plan 2004 (as saved by CLG Direction on 21/09/07), the Supplementary Planning Document 'Sustainable Development and Construction' (December 2005) and the 'Infrastructure' Supplementary Planning Document (Sept 2006).
