Conditions or Reasons:1) 1. The proposed house, by virtue of its size, scale and close proximity to the existing house of Avenbury, would result in a visually dominant form of development, which would have an overbearing impact on the residents of that property. As such, the proposal is contrary to policy G1(3) of the Guildford Borough Local Plan 2003 (as saved by CLG Direction dated 24/9/07).
2) The following levels of contribution and provisions would normally be sought from the applicant had the application been supported.
· a contribution of £1,530 (1 x 3 bed unit) for avoidance works at Riverside Nature Reserve, in keeping with the tariffs set in the Guildford Borough Council Thames Basin Heath Special Protection Area Interim SPA Avoidance Strategy (September 2006) for SANGS contributions
· Code for Sustainable Homes, minimum level 3
· Prior to commencement of development the works to the ground and first floor of the existing dwelling as shown on drawing number YI/07/NB/A2/04 Rev. B shall be implemented.
Without a completed legal agreement securing these contributions and provisions an objection is raised in accordance with policies G6 and G1(3) of the Guildford Borough Local Plan 2003 (as saved by CLG Direction dated 24/9/07), policies DN1 and SE2 of the Surrey Structure Plan 2004 (as saved by CLG Direction dated 21/9/07), the Infrastructure Supplementary Planning Document (Sept 2006) and the Guildford Borough Council TBHSPA Interim SPA Avoidance Strategy (Sept 2006).
