Conditions or Reasons:1) The proposed semi-detached dwellings, by virtue of their width, orientation and the location of the proposed parking would result in a cramped appearance and an overdevelopment of the site. The proposal would therefore be contrary to policies H4 and G5 of the Guildford Borough Council Local Plan (as saved by the CLG direction 24/09/07).
2) The following levels of contribution and provisions would normally be sought from the applicant had the application been supported.
A SANGS contribution of £1,530 for avoidance works at Riverside Nature Reserve, in keeping with the tariffs set in the Guildford Borough Council Thames Basin Heath Special Protection Area Interim SPA Avoidance Strategy (September 2006).
Attain a Code for Sustainable Homes accreditation, minimum level 3.
Monitoring and legal fees
Without a completed legal agreement securing these contributions and provisions an objection is raised in accordance with policy G6 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24/07/09), policy DN1 of the Surrey Structure Plan 2004 (as saved by CLG Direction 21/07/09), the 'Infrastructure' SPD 2006, 'Sustainable Development and Construction' SPD 2005 and the TBHSPA Interim SPA Avoidance Strategy 2006.
3) 3) The parking layout as proposed would result in an unsatisfactory and impractical arrangement due to the narrowness of the width of the land and the conflict between users of the car parking spaces reversing out, combined with tandem parking proposed for the three bedroom house. As such the arrangement is contrary to G1(1) of the Guildford Borough Local Plan 2003 (as saved by CLG Direction 24/07/2009) and the Guildford Borough Council Vehicle Parking Standards Supplementary Planning Document 2006.
