Conditions or Reasons:1) The proposed building represents an inappropriate form of development within the Green Belt. The applicant has failed to demonstrate any very special circumstances that would outweigh the resulting harm to the openness and visual amenities of the Green Belt, and justify a departure from established Green Belt policy. The development, by virtue of its excessive scale and bulk, increase in floor area particularly at upper floor levels and unbroken roofscape, would result in a building that is visually larger than the buildings currently on the site. This would have a detrimental and unacceptable impact on the openness of the Green Belt, and the rural character of the area, and would be contrary to policy RE2 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction dated 24/9/07) and policy L04 of the Surrey Structure Plan 2004 (as saved by CLG Direction dated 21/9/07).
2) The development, by virtue of its urban design form, scale and bulk, bears no relationship to the rural, Green Belt location in which it is set. On the site of a formerly locally listed building, this form of design and appearance is unacceptable, lacking conviction as either a traditional or contemporary design, and failing to provide the significant architectural quality demanded by this exceptional site. This would be harmful to the character and appearance of the area, and would be contrary to policies HE6 and G5 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction dated 24/9/07) and policies SE4 and SE5 of the Surrey Structure Plan 2004 (as saved by CLG Direction dated 21/9/07).
3) No survey in respect of great crested newts has been submitted with the application. As such, the local planning authority is unable to establish whether there are protected species on the site and the extent to which they may be affected by the proposed development. The proposal is therefore contrary to policy NE4 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction dated 24/9/07) and the requirements set out in Circular 06/2005 (Biodiversity and Geographical Conservation - Statutory Obligations and their impact within the Planning System).
4) The following provisions would have been sought from the applicant, had the application been supported.

Pet Covenant to be enforced by the accommodation management company / organisation to preclude the keeping of cats and dogs on the premise
A certificate of compliance from an assessor accredited by the Building Research Establishment Limited to show that the development has achieved a minimum sustainability rating of 'very good'.
A commitment to achieving a minimum of 10% of the total energy requirements of the new development by means of renewable energy sources.

Without a completed legal agreement securing these provisions, the proposal is contrary to policies NE1 and NE4 of the Guildford Borough Local Plan 2003 (as saved by CLG Direction dated 24/9/07), policies SE2 and SE7 of the Surrey Structure Plan 2004 (as saved by CLG Direction dated 21/9/07), the Council's Supplementary Planning Documents 'Sustainable Development and Construction' (December 2005) and the Thames Basin Heath Special Protection Area Interim SPA Avoidance Strategy (September 2006).
