Guildford Borough includes the town of Guildford and a number of surrounding villages. It is divided into 22 areas known as Wards, and each Ward is represented by one, two or three Councillors.
The Councillors make the decisions at committee meetings about what should be done and how much money should be spent. The Council's staff put these decisions into effect.
