To monitor performance across all local authorities, the Government has produced a set of measures called Performance Indicators.
Every local authority is obliged to collect and publish the targets and results of these indicators at the end of each financial year. This helps authorities to identify where they are performing well and where they need to improve in order to provide a higher quality service to the public.
We monitor progress regularly and submit quarterly reports to committee. These reports show how we are progressing against both national and local targets. We report on each action we have committed to and say whether or not we are on target to achieve our stated goal.
All of our performance indicators are ranked into schedules 1-3. A schedule 1 indicator is where performance is at, or exceeds target. A schedule 2 indicator is within 10% of target and a schedule 3 indicator is where performance targets are missed by more than 10%.
If a performance indicator remains within schedule 3 for 2 quarters or more, an action plan is formed which details SMART (Specific, Measurable, Attainable, Realistic and Time bound) targets and timescales for improvement.
National and Local Performance indicators
We use both Government defined indicators as well as local performance indicators. National Performance Indicators (NI's) measure a selection of functions including; decent homes standards, processing of planning applications, recycling rates and food hygiene compliance.
Key Local Performance indicators
KLIs (local performance indicators) are discretionary and are used to measure how much progress has been made to deliver services to meet local priorities and needs within the borough. These include indicators for removal of fly-tips, number of meals on wheels delivered per year, total number of registered play scheme places and cost of street cleansing per head of population.
Statement of Contracts 2007/08
Guildford Borough Council certifies that in accordance with the workforce requirements of the ‘Code of Practice on Workforce Matters in Local Authority Service Contracts’, no contracts were awarded during 2007/08 that involved the transfer of staff.
