New regulations came into effect on 1 April 2006 as part of the Clean Neighbourhoods and Environment Act 2005. Our Environmental Enforcement team are using this legislation as part of a range of measures to help keep Guildford clean. 

Littering and dog fouling

We can issue £50 fixed penalty notices for littering and dog fouling. Failure to pay may result in a prosecution before a magistrates court where the maximum fine is currently £2,500. 

We are issuing fixed penalty notices to encourage people to act responsibly and help keep Guildford clean.  Proceeds from fixed penalty notices must be spent in a related area and we will therefore be using proceeds to further reduce littering and dog fouling offences (link).

The issuing of fixed penalty notices will be carried out only by the Cleansing Enforcement Team using a common sense approach. Litter droppers will not receive warnings – an on the spot fixed penalty notice will be issued.  Anyone aged 14 years and above who drops litter in a public place can be fined.

Rubbish
Traders or residents who place trade waste or domestic refuse out on the highway (roads and pavements) at the incorrect time will also face a fixed penalty notice of £75.

Businesses and householders now have a legal responsibility to dispose of waste properly. All waste must be dealt with by a registered carrier. If someone claims to be registered but you are unsure, call the Environment Agency on 08708 506506 and request an instant Waste Carrier Validation Check or use the Environment Agency's website www.environment-agency.gov.uk/publicregister

The work of the enforcement team is not just about issuing fixed penalty notices.  It also provides education and information, including trailer visits to schools and public events.
