What needs licensing?
The following are all licensable activities under the The Licensing Act 2003:

  • Any retail sale or supply of alcohol e.g. pubs, clubs, off licences, shops, restaurants, bars at fund raising events.
  • The provision of regulated entertainment e.g. theatres, cinemas, film shows, music or dancing.
  • The provision of hot food after 11.00 pm at night e.g. restaurants, take-aways, shops, vans.

What do I need for my application?
For personal licences you need:

  1. Original licences or certified copies, Children’s Certificate or certified copy. Photocopies that have not been endorsed as certified copies are not acceptable.
  2. A plan of the premises, which is up to date, and at a scale of 1:100.
  3. The fee.

Making an application
Applications can be sent to us by post or delivered by hand.  A copy of an application must be given to the Police within 48 hours or else the application is invalid and may be returned.

Who can object?
Applications for new premises licences, variations to new or transferred licences can be objected to by, amongst others, the Police, anyone living or working nearby, representative bodies such as residents’ associations or Chambers of Commerce, Fire Authority, Health and Safety Authority, and the Planning Authority.

How soon will I get my licence?
Applications for new premises licences and new personal licences have to be determined within two months. Successor personal licences must be determined within three months. Variations do not have to be determined within any specific time. We will, however, try to process applications as fast as we are able. Other timescales apply to any application which is objected to.

Personal alcohol licences 
These are applied for with your premises application, however stand alone applications for personal licences e.g. for persons living in Guildford area and working outside the borough can be submitted at any time.
