Licensing enforcement protocol


The Licensing Enforcement Protocol [PDF] (206k) was jointly agreed by Guildford Borough Council, Surrey Police, Surrey Fire and Rescue and Surrey Trading Standards.

The document sets out the general principles that the parties intend to follow in the enforcement of the Licensing Act 2003.  The key aims are:

  • Promotion of the licensing objectives
  • Consistency of approach between enforcement agencies
  • Targeting of agreed problem and high risk premises
  • Effective use of resources
  • Efficient deployment of staff
