Gambling policy adopted

Following a period of public consultation, a policy on gambling in the borough has been adopted by the council.

At a meeting of the full council last Thursday (7 December), the amended statement of gambling policy, which includes the decision not to issue casino licences in the borough, was approved and will take effect from 31 January 2007. Guildford Borough is one of the first councils to pass the 'no casino' resolution. 

The decision follows a full public consultation, which took place from 7 August to 31 October. The process included copies of the draft policy being sent to consultees, details being published on the council's website and an advertisement in the local press. Cllr David Wright, Licensing Chairman, says:

"The consultation feedback has been examined thoroughly and the policy amended before being approved. As the local licensing authority, the council handles applications for premises licenses, permissions for gaming and fruit machines and the registering of local lotteries. This policy gives the principles that we will follow when carrying out this work."

The Gambling Act 2005 includes three licensing objectives, which are to:

  • keep crime out of gambling
  • ensure gambling is conducted fairly and openly
  • protect children and vulnerable people.

The Act requires each local licensing authority to agree and publish a statement of gambling policy. Under section 166 of this act, the council can also resolve not to issue casino premises licences in the area. The policy will last for three years but can be reviewed during this time.
