Guildford Borough Council was awarded first place in a national assessment of 'Best Performing Councils' at the Local Government HR Summit 2007.

The assessment, completed by professional services firm VaLUENTiS, places Guildford Borough Council at the top of 238 district councils for effective people management.

A variety of publicly available information is used to produce the ranking, including Best Value Performance Indicators (BVPIs), Comprehensive Performance Assessments (CPAs) and financial statements. In addition, councils also have the opportunity to contribute people management information for the overall evaluation.

Judith Coslett, Head of Human Resources at Guildford Borough Council, says: "I'm delighted that the new HR strategy we have been implementing over the last two years is achieving such great results. Focusing on how best to manage our workforce has helped increase staff satisfaction levels and also helps the council to perform at a high level and offer excellent value for money to the tax payer. We are all very proud that Guildford has been recognised in this way."

The award was presented to Judith Coslett by  Nicholas J Higgins, CEO of VaLUENTiS at the annual summit on 17 October.
