Brief Summary Guide
Information about the Infrastructure SPD
- It was adopted by the Council on 7 September 2006.
- It is a material planning consideration.
- It clarifies and expands upon existing policies of the adopted Guildford Borough Local Plan 2003, in particular Policy G6 Planning Benefits.
- It updates and revises the Council’s existing ‘Planning Obligations and Infrastructure’ Supplementary Planning Guidance (SPG) (2003). Draft policy CP27 ‘Planning Benefits’ of the Core Strategy Preferred Options will address this issue in the future.
- It sets out details of our requirements for ten different types of infrastructure. Whilst this list is not exhaustive, it does cover the principal types of infrastructure for which we will seek a contribution or provision.
Public Participation During the Preparation of the SPD
- A public consultation ran from 21 April 2006 to 2 June 2006
- The consultation undertaken was compliant with Section 17(3) in Part 5 of the Town and Country Planning (Local Development) (England) Regulations 2004.
- 34 responses were received. A summary of the comments received and the recommended response can be viewed from the link below.
- The draft SPD was updated in light of the comments received to produce a final version.

Sustainability Appraisal (SA)
- A Sustainability Appraisal of the draft SPD was undertaken in March 2006.
- It recommended a number of changes to the first draft of the SPD, which were mostly incorporated into the consultation draft SPD.
