Statement of Community Involvement

The Statement of Community Involvement (SCI) explains how you can be involved in the Guildford Development Framework (GDF) and how we will consult you on planning applications.

The SCI was adopted by Guildford Borough Council on 21 February 2007. It can be viewed from the link below.

History of the SCI
An early draft of the SCI was developed in April 2005, following consultation with parish councils, residents groups, leisure groups and more. This version was then sent to parish councils, adjoining councils, the Highways Agency etc and their comments were fed into the pre-submission draft SCI.

A consultation copy of the pre submission draft Statement of Community Involvement was available for public inspection from 7 October 2005 to 18 November 2005 (in line with Regulation 26).

All comments received regarding the consultation draft were considered and the SCI altered where appropriate. 

Statement of Community Involvement Submission Draft
The council produced the Submission version of the SCI (in line with Regulation 28). This was submitted to the Secretary of State on Wednesday 31 May 2006.

A six week consultation period followed the submission. 32 representations were received, all of which were forwarded to the Secretary of State and an Inspector from the Planning Inspectorate.

A Consultation Statement was prepared setting out how we consulted you on the SCI at the submission stage (May-July 2006). The Consultation Statement was produced in line with the Planning and Compulsory Purchase Act 2004, Town and Country Planning Regulations 2004, Regulation 28 Submission of Documents and Information to the Secretary of State and Regulation 31 Handling of Representations: General.

The consultation statement is available to download from the links below and to view at Guildford Library and the Council's Planning Reception.

There has been an examination by written representations of Guildford Borough's SCI. The purpose of the examination is to consider the soundness of the SCI. The tests of soundness [PDF ] (14k) are set out in Planning Policy Statement 12: Local Development Frameworks (para 4.24). The full document can be downloaded from www.communities.gov.uk .

The Inspector found the SCI to be sound, subject to minor amendments. We had to adopt the Inspector’s recommendations in the final draft of the SCI. The SCI was adopted by Guildford Borough Council on 21 February 2007. Any person aggrieved by the SCI had a three month period to apply for a High Court challenge. No such applications were made. The adopted version is available to download from this web page and hard copies are available to purchase at a cost of £2 from the planning reception.
