Proposed Submission Local Plan (Reg 19)

The Proposed Submission Local Plan: strategy and sites (2017) sets out the vision for the borough and our approach to development between 2015 and 2034. When adopted the plan will play an important role in shaping Guildford's future - how our towns and villages develop, protecting and enhancing our natural environment, developing our local economy, improving leisure and visitor facilities and supporting more sustainable forms of travel. 

We previously consulted on the Proposed Submission Local Plan: strategy and sites (2016) in June and July 2016. The 2016 plan took into consideration the comments submitted during previous consultations held on the Council's Issues and Options document (autumn 2013) and draft Local Plan (summer 2014).

As a result of last summer's consultation and further work, we have proposed a number of changes to the plan and have updated part of the evidence base that has informed its preparation. The Proposed Submission Local Plan: strategy and sites 2017 includes the proposed changes to the Plan since the 2016 consultation.

Public consultation

We are inviting comments on the Guildford borough Proposed Submission Local Plan: strategy and sites (2017) from 12 noon on Friday 9 June to 12 noon on Monday 24 July 2017. The consultation is open to anyone to comment, however, it is targeted just on the changes that we are proposing to make to the plan and on the new and updated evidence base.

All proposed changes to the plan are visible as tracked changes in the Local Plan document itself. This identifies new text as underlined in red, with deleted text as strikethrough in red. Changes to maps are shown within yellow boxes and inset maps.

After the consultation ends, we intend to submit the plan for examination by an independent inspector. The comments about changes to the plan and updated evidence base will be passed to the inspector, along with the comments from the 2016 consultation. This will allow the inspector to gain a full understanding of the main issues raised to all aspects of the plan.

You can make general comments about the proposed changes to the plan, but we are also asking for specific comments relating to legal compliance, soundness and the Duty to cooperate.

How to respond:

The easiest way to respond is through our online consultation system. Through this system, you can view the Local Plan documents and make comments about them directly using the online questionnaire.

Feedback must be in writing and if you don't respond online, we recommend that you use a questionnaire and representation form (see below), as this will ensure that we capture your comments for the inspector appropriately. This can be done in a number of ways:

Evidence base

We have updated the evidence base that has informed the preparation of the Local Plan to take account of changes that have taken place since the 2016 consultation. The Proposed Submission Local Plan: strategy and sites (2017) consultation covers new and updated evidence base documents, as well as the main Local Plan document and its appendices. However, please note that the complete evidence base includes some documents that have not changed since the 2016 consultation.

We have updated our series of topic papers from June 2016 to June 2017 as part of updating the evidence base. These address a number of themes covered by the Proposed Submission Local Plan and help to explain our new policy approach in relation to each of these. Viewing the documents in person

Printed copies of the Regulation 19 Submission Local Plan and supporting evidence base documents are available at the Council offices during office hours and at local libraries within the borough (Guildford Library, Ash Library, Horsley Library and Shere Diamond Jubilee Library) during their normal opening hours.

A hard copy of the Proposed Submission Local Plan (including maps) can be purchased from Guildford Borough Council for a cost of £42.50 + postage costs (£5.50 for first class, £3.00 for second class, additional postage costs may apply if ordering more than one copy). We have organised three public information drop-in events in June and July 2017 - see below for details. The Planning Policy Team will be available at these events to answer questions and clarify the consultation process and you can view copies of the documents and site maps.
