Proposed Submission Local Plan (Reg 19)

The Proposed Submission Local Plan: strategy and sites (2017) sets out the vision for the borough and our approach to development between 2015 and 2034. When adopted the plan will play an important role in shaping Guildford's future - how our towns and villages develop, protecting and enhancing our natural environment, developing our local economy, improving leisure and visitor facilities and supporting more sustainable forms of travel. 

We previously consulted on the Proposed Submission Local Plan: strategy and sites (2016) in June and July 2016. The 2016 plan took into consideration the comments submitted during previous consultations held on the Council's Issues and Options document (autumn 2013) and draft Local Plan (summer 2014).

As a result of last summer's consultation and further work, we have proposed a number of changes to the plan and have updated part of the evidence base that has informed its preparation. The Proposed Submission Local Plan: strategy and sites 2017 includes the proposed changes to the Plan since the 2016 consultation.

All proposed changes to the plan are visible as tracked changes in the Local Plan document itself. This identifies new text as underlined in red, with deleted text as strikethrough in red. Changes to maps are shown within yellow boxes and inset maps. Consultation on this document closed at 12 noon on Monday 24 July 2017.

New and updated evidence base

The Proposed Submission Local Plan: strategy and sites (2017) consultation also covered new and updated evidence base documents, as well as the main Local Plan document and its appendices. 

All of the current evidence base documents are available to download from our evidence base webpages and can be found underneath the relevant Local Plan theme (Housing; Economy; Protecting and Design; and Infrastructure and Delivery).The historic evidence is on the main Guildford website.

We have updated our series of topic papers from June 2016 to June 2017 as part of updating the evidence base. These address a number of themes covered by the Proposed Submission Local Plan and help to explain our new policy approach in relation to each of these. The new topic papers are available to download from our topic papers webpage.

A hard copy of the Proposed Submission Local Plan (including maps) can be purchased from Guildford Borough Council for a cost of £42.50 plus postage costs (£5.50 for first class, £3.00 for second class. Next steps

Our consultation closed on 24 July 2017 and we are now considering all of the representations. We will collate and analyse all the comments received, and produce a Consultation Statement in which we will provide our response to all the main issues raised to both last year's consultation and this year's consultation. This will be published alongside the submission version of the Local Plan that will be passed on to the Secretary of State for examination by an independent Planning Inspector. Your comments will be also made available to the Inspector who examines the plan.

As set out in the LDS, we intend to submit the plan for examination by an independent inspector in December. The comments about changes to the plan and updated evidence base will be passed to the inspector, along with the comments from the 2016 consultation. This will allow the inspector to gain a full understanding of the main issues raised to all aspects of the plan.

Once the plan is submitted, the timetable is then in the hands on the Planning Inspectorate. We estimate they may hold a pre-examination meeting around February 2018 and the Examination in Public will be held between April and July 2018.
