Submission Local Plan (Reg 22)
The Submission Local Plan: strategy and sites (2017) sets out the vision for the borough and our approach to development between 2015 and 2034. When adopted, the plan will play an important role in shaping Guildford's future - how our towns and villages develop, protecting and enhancing our natural environment, developing our local economy, improving leisure and visitor facilities, and supporting more sustainable forms of travel.
We consulted on the Proposed Submission Local Plan: strategy and sites (2016) between 6 June and 18 July 2016. We then proposed some changes to the plan to take account of further work and the responses received during the consultation, and produced the Proposed Submission Local Plan: strategy and sites (2017). A consultation on those proposed changes was held between 9 June and 24 July 2017.
Following the 2017 consultation, we have prepared a Schedule of Minor Modifications and Errata that sets out minor proposed changes to the Submission Local Plan (2017). These additional proposed changes take account of comments made during the 2017 consultation.
Next steps and timetable
The Submission Local Plan (2017), the Proposed Minor Modifications schedule, a Consultation Statement (containing the main issues raised during the 2016 and 2017 consultations and our responses to those representations), and a list of the evidence base documents supporting the plan's preparation, will now go through the Council's committee process.
The Council's Executive committee will consider these items at its meeting on 20 November 2017. Full Council will then consider the items on 21 November 2017 and make a decision on whether to submit the plan to the Secretary of State. If the Council decides to proceed with the submission, the plan and other submission documents will be submitted to the Secretary of State for examination by an independent Planning Inspector. This is in line with the timetable set out in our Local Development Scheme (LDS).
Once the plan is submitted, the timetable is then in the hands of the Planning Inspectorate. We estimate they may hold a pre-examination meeting around February 2018 and the Examination in Public will be held between April and July 2018.

New and updated evidence base
The Submission Local Plan: strategy and sites (2017) is supported by new and updated evidence base documents, as well as the main Local Plan document and its appendices.
These documents will be available to download from our evidence base webpage underneath the relevant Local Plan theme (Housing; Economy; Protecting and Design; and Infrastructure and Delivery). Earlier historic evidence is on the main Guildford website.
The evidence includes a series of topic papers, which address a number of themes covered by the Submission Local Plan and help to explain our new policy approach in relation to each of these. The new topic papers are available to download from our topic papers webpage.
