How do I undertake a personal search under the Environmental Information Regulations?

A personal search in the whole or part of the local land charges register is free for inspection under the EIR at the Council. You will need to book an appointment for inspection by telephoning us on 01483 444080. Appointments are available Monday to Friday 9am - 4pm.

Viewing the Local Land Charges Register

We will do our utmost to ensure that appointments are offered within three working days, however personal searches carried out under EIR are subject to separate regulations to our local land charges service and therefore may be subject to different turnaround times, depending on demand.

You will be advised of the next available inspection date at the time of booking

You will need to provide your details, the property address and if necessary a plan of the property.

Inspection of information used to answer Con29R questions free under EIR

Inspection of information held in other departments within Guildford Borough Council and required free under EIR is not dealt with via local land charges. In most cases you must make a formal request to the The Data Protection Team who will deal with your request within 20 working days.

The planning register is now published on our website and available free of charge. Inspection of planning application files dating back to 1948 is also free and you can arrange this directly with our main reception at Millmead House (see the Contact us page for full address). An appointment is not usually necessary but we would advise calling on 01483 505050 first to make sure any older records stored on microfiche are available to you.

It may be possible for our reception staff to answer straightforward questions about building regulations certificates at the time of your visit. However, if you have a number of questions, or if you wish to inspect the documentation, you will need to make a formal request to the The Data Protection Team This is because we do not publish building control files in the same way as planning applications as they sometimes contain personal or commercially sensitive information.

So if you would like to inspect the building control file on a particular property, the Information Rights Officer will arrange for the production of a redacted file within 20 working days (or 40 working days in exceptional cases of particularly complex requests). We will not charge you for this.

You may take photocopies of documents of particular interest for a small charge for each sheet to cover the copying cost. In some cases, we may be able to arrange for a scanned copy of a document to be emailed to you (unfortunately, we cannot offer this service for particularly large or complex files).

Assisted Personal Searches

You may prefer to buy a compiled report from Local Land Charges. This report can include replies to CON29 questions if you wish.

If you choose our assisted service we will aim to email the Local Land Charges Register for a particular property to you along with the answers to any CON29 questions within our usual turnaround time of 3 working days.  You will need to email the details of the property to us along with a plan and then telephone us on 01483 444080 to make payment by credit/debit card.  The fee for this service is £20 for the Local Land Charges Register and £3 per CON29 question.
