Dog Breeding Licence

Apply for a Dog Breeding Licence.

A licence is required under the Breeding and Sale of Dogs Welfare Act 1999 by any person who is breeding dogs for sale where five or more litters are born at the premises in any twelve month period.

This licence is required unless the applicant can prove that none of the litters were sold.

A licence may also be required even in cases where fewer than five litters are born, to be determined upon inspection on an individual basis.

Eligibility criteria

Applicants must be over 18 years of age. Applicants must also have not been disqualified:

  • from keeping a dog breeding establishment under the Act

  • from keeping a pet shop under Pet Animals Act 1951

  • from having custody of animals under the Protection of Animals Amendment Act 1954

  • from keeping boarding establishments for animals under the Animal Boarding Establishments Act 1963

  • under the Animal Welfare Act 2006 from keeping or owning animals, being able to influence how animals are kept, dealing in animals or transporting or being involved in the transporting of animals.

Apply for a licence

To apply for a Dog Breeding licence, you will need to provide the following documents:

  • a completed icon application form [193.39KB] . Please note the application is intended for completion on a computer
  • a copy of a valid Insurance Policy.

The application fee is £145.00, payable by cheque or card over the phone. All cheques should be made payable to Guildford Borough Council.

Please note that this type of licence always expires on the 31 December each year regardless of your application date.

Planning permission

You should be aware of the local planning requirements with regard to the proposed use of the premises. We advise that you should enter into early discussion with the planning authority before construction of any part of the building that may be subject to planning restriction or control.

Inspection

Once we have received your application, the Dog Warden will arrange for an inspection, to ensure the welfare of the animals and to make sure accommodation is suitable. You should anticipate a visit shortly after your application is submitted.

Renew a licence

To run a dog breeding business, you must have a current licence. To renew your licence, please submit:

Documents may be posted or emailed to hccs@guildford.gov.uk. We regret that we cannot accept photographs of documents, only clear scans.

You will be sent a reminder several months before the expiry of your licence. If you do not wish to renew, please inform us in writing.

The renewal fee is £123.00.

Your premises does not require an inspection before the issue of a renewed licence. An inspection will be carried out during the course of the licence.

Approval of licence

We will aim to respond to your application as soon as possible. If you have not heard from us within a reasonable period, please get in contact. We must process your application before the licence can be granted, so Tacit Consent does not apply.
