Guildford resident parking permits

About resident permits

Visitor and residential parking permits are currently taking 7 working days to process.

Guildford is divided into permit 'zones'. You can find which zone you belong to in the 'find your permit zone' section.

Only permit holders can park in resident permit only spaces during controlled hours.

Controlled hours are usually between 8.30am and 6.00pm, Monday to Saturday. They also operate during bank and public holidays.

In the streets listed below, the controlled hours are 8.30am to 9.00pm, seven days a week:

  • Dene Road
  • Denmark Road
  • Eastgate Gardens
  • Bury Fields
  • Millmead Terrace
  • Lawn Road
  • Bury Street

Who can apply for a resident parking permit?

All zones except D

Households with no off-street parking can buy up to two permits each year.

Households with one off-street space but two vehicles can buy one permit each year. Garages and driveways are examples off-street spaces.

Zone D

There is a waiting list for permits in zone D.

Until you reach the top of the waiting list, we will offer you a permit in an adjacent zone. When you reach the top of the waiting list, you must accept it and return your adjacent zone permit.

Households which have an off-street parking space are not entitled to a zone D permit.

If your household owns two vehicles:

  • you may apply for one extra permit. This permit would only be valid in the adjacent residents' parking zones: A, B, C, or H.
  • but have no off-street parking, you can buy a second permit in the adjacent parking zones: A,B,C or H.

Zone D permit holders can park free of charge after 6pm, Monday to Saturday, and after 5pm on Sundays. Free parking ends when charges for pay and display spaces begin the next day.

How much does a resident parking permit cost?

One resident's permit costs £50 per year.

A second resident's permit costs £80 per year.

You are eligible for a discount if your vehicle is under 1200cc or is an electric vehicle.

The permits are valid from 1 October to 30 September. We will charge you on a pro rata basis for any permits you buy during the year.

Zone D

Zone D covers the town centre area of Guildford which includes (but is not limited to):

  • York Road
  • High Street
  • North Street
  • Millbrook
  • Sydenham Road
  • London Road
  • Waterdean Road
  • Chertsey Street
  • Onslow Street
  • Park Street
  • Epsom Road
  • Harvey Road

Apply for a new permit

To complete your permit application you must be able to show us your:

  • proof of residency showing your name and Guildford address
  • vehicle registration document (VC5) showing your name, Guildford address and document details

Proof of residency can be a:

  • utility bill
  • bank statement
  • tenancy agreement
  • council tax statement
  • mortgage statement

If your VC5 is not up to date or is not available immediately, you may send us the vehicle insurance certificate.

If you have not shown us your proof of residency or VC5 document, we may still accept your application. Instead of providing you with a full permit, we may provide you with a temporary 30-day permit. This will cover you until we receive all your documents.

Once we have checked your application, we will contact you to let you know the outcome and what to do next.

Zone D

We will need to assess your eligibility before you can apply for a permit. Complete the 'permit interest form' below to help us assess your eligibility.

Permit interest form

If you meet the criteria for a parking permit, we will send you an application form. If you do not meet the criteria we will let you know why.

You will need to send your application to us with your proof of residency and VC5 document.

We do not accept responsibility for documents in transit.

Pay for a new permit

If we approve your permit application, we will email you to let you know.

The next step is to pay for it online.

For one resident's permit, you will pay £50 for the year.

For a second resident's permit, you will pay £80 for the year.

Pay for a resident parking permit

Once your payment is complete, you will receive an email confirming that we have received it. We will process your permit and sent it to you in the post.

You must ensure that your permit is visible in your vehicle at all times.

Renew your permit or update your details

To pay to renew your existing permit, click on the button below.

Do not click on the back button or refresh the page when moving through the renewal process. Payment will not be taken if you do and you won't be able to retry. If you're unable to make your payment, email permits@guildford.gov.uk with your permit number and phone number. We will call you for payment.

Update the details of a resident permit

To tell us that your details have changed, print and complete our Icon for pdf change to details of a resident permit [211.32KB] form.

Once you have completed the form, you will need to return it by post and include your:

  • current permit
  • new vehicle registration document (V5C) stating your name and address

Your form and documents will need to be addressed to: Customer Services, Millmead House, Millmead, Guildford, Surrey GU2 4BB

If you are unable to complete the form, please call our customer services on 01483 505050.

When updating your permit there may be a refund or extra charge if the size of your vehicle's engine or fuel type has changed.

Contract parking

If you live in Guildford and:

  • your application for a resident permit was unsuccessful or;
  • you have reached your total allowance for resident permits
