New joint Tenancy Strategy to guide housing over the next ten years

We are asking our tenants to share their views on our new joint Tenancy Strategy with Waverley Borough Council. This new strategy will guide how both councils manage affordable housing over the next decade.

The strategy explains how the two councils will work with housing providers to ensure homes are managed fairly and meet local needs. With limited housing available, it's important to use every home wisely helping those who need it most and building strong, stable communities.

Shared goals

The strategy will focus on, encourage and provide a framework for: 

  • tenants to maintain secure homes
  • connected neighbourhoods
  • aims to tackle overcrowding
  • reduction in under-occupation
  • preventing homelessness
  • keeping rents affordable for local people
  • ensuring that housing remains accessible to those on lower incomes

Councillor Julia McShane, Lead Cllr for Housing said:

"We know how important it is for everyone to feel safe, secure and settled in their home. This strategy is about making sure our housing policies truly reflect the real needs of local people. By listening to residents and understanding their experiences, we can look to shape a fairer, more responsive approach to housing, one that helps build strong, inclusive communities where everyone has the opportunity to thrive."

Councillor Paul Rivers, Co-Portfolio Holder for Housing at Waverley Borough Council, added:

"This is a shared strategy for Guildford and Waverley, and it's important we hear from as many people as possible. Whether you're a tenant, on the housing register, or simply concerned about housing in your area, please take a few minutes to tell us what matters most to you."

The consultation is open until 26 October 2025.
