Joint Action Group (JAG)

Guilford Joint Action Group (JAG) is a multi-agency local partnership.

The group share information and expertise. The group address location based anti-social behaviour (ASB) and related crime & disorder.

Partners work together to deal with the threat, harm and risk to local communities and people.

Please use the online form below to refer an area of concern to the Guildford JAG.

Referrals will be assessed on:

• the nature of the issue in relation to threat, harm and risk
• whether all other routes have been explored to try and resolve the issue
• whether JAG is the most appropriate group to resolve the issue
• whether it is a single issue that does not need a partnership approach

Referrals may not be accepted if:

• it is a single agency matter
• there is an ongoing investigation
• there are no actions that the JAG can support with
• referral to another group is more appropriate
• it does not meet the threshold for threat, harm and risk.

In addition to the strategic priorities of the Safer Guildford Partnership, the JAG will:

1. Continue to reduce and prevent anti-social behaviour. This will be based on an assessment of threat, harm and risk.
2. Protect the most vulnerable in our communities. In particular previous and repeat victims of crime.
3. Increase awareness and public confidence of crime and disorder services with a focus on priority areas.

JAG meetings will:

• take place every 8 weeks
• be held virtually via Microsoft Teams
• be split into two parts:
  • Part A (open session for all partners)
  • Part B section (closed focus groups for specific cases).
• be attended by core members or a representative
• circulate agendas and action sheets
• update cases logged on the ECINS case management system
• close cases by JAG consensus, with the Chair or Vice Chair having the final decision
• pass unresolved cases that may escalate to the Safer Guildford Partnership Executive

JAG members should share with confidence. It is appropriate to share where the disclosure is necessary for the:

• prevention or detection of crime, disorder, and anti-social behaviour
• protection of public safety
• protection of the rights and freedoms of others
• protection of young or other vulnerable people

Guildford JAG supports the National Probation Service Community Payback scheme.

Community Payback is where offenders work on projects to pay back the community for their crimes, for example by:

• removing graffiti
• clearing wasteland
• decorating a community centre

The work must:

• benefit the local community
• not take paid work away from others
• not make a profit for anyone

Targeted Youth Support works with young people. They work to support their needs and their families. The service provides support towards positive changes at:

• home
• school
• or in the community

Before making a referral

• consider if the child or young person's needs can be met by services from professionals 
• use the Surrey Family Information Service website (opens new window) and Surrey Family Information Directory (opens new window) to find support
• gain consent from the parents or carers before making a referral. Except where doing so may increase the risk of harm to the child or young person

Referrals for Targeted Youth Support go through Surrey Children's Single Point of Access. The Single Point of Access will review the level of need for the child and family. They will then try offer the appropriate level of support.
