Find out about Community Infrastructure Levy

Community Infrastructure Levy (CIL) is a charge which applies to some types of new developments. It's paid by either:

  • the landowner
  • developers

At the moment, we mostly use contributions from section 106 agreements to pay for new infrastructure, but we want to introduce CIL in the future. CIL would come with a charging schedule explaining how much landowners and developers needed to pay. CIL would be non-negotiable, but some buildings would be exempt, such as:

  • housing and developments built by charities
  • housing and developments used for charitable purposes

Payment amounts would be based on:

  • net floor area of a new development
  • the new use of the land

CIL would apply to:

  • most new buildings over 100sqm
  • most new extensions over 100 sqm
  • most new homes, regardless of floor area

When will we introduce CIL?

We need to publish a draft Charging Schedule for public consultation. This is before progressing with the process to introduce CIL. We'll add details of consultation (and timescales) to this page when confirmed. The consultation is unlikely to be before the first half of 2022.
