Major milestone reached for Guildford Flood Alleviation Scheme
Along with Surrey County Council and the Environment Agency, we've reached a key milestone in plans to reduce flood risk across the town, with the submission of the Outline Business Case to government.
Through partnership working since 2018, the scheme has been shaped by extensive technical appraisal and public engagement to ensure flood risk is reduced without impacting surrounding areas.
Guildford has a long history of flooding from the River Wey, with major events in 1968, 2000 and 2013-14 damaging homes, businesses and infrastructure. With climate change increasing the risk, action is now critical.
The scheme will protect around 750 properties, keep key routes, including access to the A3 and M25, open during flood events, and support delivery of new homes and commercial space. It also safeguards Guildford's £6.7billion economy and its globally significant innovation sectors.
Councillor Vanessa King, Lead Cllr for Economy and Place at Guildford Borough Council said:
"Since early proposals were developed in 2018, the Environment Agency have been working in partnership with GBC and Surrey County Council on extensive engagement and technical appraisals, to refine options that reduce flood risk without transferring that risk elsewhere.
"As we approach the Environment Agency submission of the Outline Business Case, it is vital that government prioritises funding approval. This scheme is essential to protecting communities and supporting long-term economic growth, ensuring Guildford remains a great place to live, work and do business."
Jon Mansbridge, Major Projects Manager for the Environment Agency added:
"The submission of our 'Outline Business Case' marks a significant step forward for the Guildford Flood Alleviation Scheme.
"Assuming this is approved, we can then progress to the detailed design of the scheme to seek further approvals such as planning permission, which will bring us closer to reducing flood risk, whilst greatly improving the riverside environment in Guildford."
The proposal demonstrates strong value for money, with £330.76 million in benefits projected over 100 years. While current Local Government Reorganisation restrictions limit long-term financial commitments, the Council remains committed to progressing the scheme with partners and is urging DEFRA to ensure funding approval is not delayed.
This milestone marks an important step towards securing Guildford's future resilience and unlocking town centre regeneration.
