Our climate change action plan

Our Climate Change Action Plan sets out the council's response to the Climate Emergency. 

It brings together the latest climate science, local data and the council's commitments, including becoming Net Zero by 2030, and turns them into a practical programme of actions. 

What the plan does 

It identifies the local climate risks we're facing 

From flooding to extreme heat, the plan outlines the challenges Guildford needs to prepare for. 

It measures our emissions and sets targets 

The plan establishes how much carbon we produce, both as a council and as a borough, and how we can reduce it. 

It lists the actions we'll take 

This includes practical measures across:

  • buildings and energy
  • transport and EV infrastructure
  • waste
  • trees, biodiversity and nature recovery
  • flood and heat resilience
  • greener council operations

It explains how the plan will be funded 

The plan sets out resource needs, potential funding routes and how the programme will be managed 

It makes us accountable 

Our Climate Change Board, officer groups and regular reporting makes sure that this isn't just a list of nice ideas. It's a managed programme that's monitored and reviewed. 

It encourages community involvement 

Climate actions need local support to succeed. The plan highlights where residents, businesses and partners can contribute. 

In short, the action plan is our blueprint for how Guildford adapts and manages the Climate Emergency, building a more sustainable borough for everyone.
