East Horsley

The council designated the East Horsley Neighbourhood Area on 8 September 2014 following an application by East Horsley Parish Council and a six week consultation.

Neighbourhood Plan consultation and examination

East Horsley Parish Council has produced a neighbourhood plan and submitted it to us. We consulted on this plan between 22 August and 2 October 2017. The comments received during the consultation can be seen on the consultation web page.

We are required to consider whether the plan needs an environmental assessment under the Environmental Assessment of Plans and Programmes Regulations (2004) and whether it needs an Appropriate Assessment under the Conservation of Habitats and Species Regulations (2010). We have determined that neither of these assessments are required.

The plan has now been passed to an independent examiner, who will consider the plan from early January 2018 and prepare a report. This may advise modifications to the plan before it can be progressed to a referendum of local residents within the neighbourhood area.

East Horsley Neighbourhood Area

The Council designated the East Horsley Neighbourhood Area on 8 September 2014 following an application by East Horsley Parish Council and a six week consultation. 

The East Horsley Neighbourhood Area follows the boundary of East Horsley parish. No other neighbourhood area may now be designated within this area.

Neighbourhood planning in East Horsley parish is led by East Horsley Parish Council. Anyone who lives, works, has a business or is an elected member within the neighbourhood area is entitled to get involved and help produce a neighbourhood plan or a neighbourhood development order for the neighbourhood area.

Neighbourhood planning is a voluntary activity and there is no requirement for residents or businesses to be involved. Residents in the East Horsley Neighbourhood Area who are usually eligible to vote there will be asked to approve any neighbourhood planning measures through a referendum, so residents who are not involved in the planning process will still be able to have a say over the planning policies or development orders that are brought into force.

East Horsley Neighbourhood Area Consultation

The Council received an application for a neighbourhood area from East Horsley Parish Council on 18 June 2014 and consulted on the proposal between 14 July and 26 August 2014.
