The Council designated the West Horsley Neighbourhood Area on 8 September 2014 following an application by West Horsley Parish Council and a six week consultation.
West Horsley Neighbourhood Plan
Neighbourhood Planning in the West Horsley Neighbourhood Area is led by West Horsley Parish Council. West Horsley Parish Council has produced a neighbourhood plan and submitted this to Guildford Borough Council. The plan includes a series of planning policies that address development within the West Horsley Neighbourhood Area (West Horsley Parish).
The plan was examined by an independent examiner in April and May 2018. The examiner considered whether the neighbourhood plan meets the Basic Conditions and other relevant legal requirements, and whether the plan should proceed to a referendum of residents within the neighbourhood area, whether it should be modified first, or whether it should be refused. The examiner recommended that the plan should be subject to a number of specific modifications and then proceed to a referendum of residents within the West Horsley Neighbourhood Area. Guildford Borough Council (the Council) agrees with the examiner's recommendations.
One of the proposed modifications represents a significant modification to the plan. The Council consulted on this proposed modification between 30 July and 17 September 2018. The consultation and responses to it are available to view on the Council's consultation website.
West Horsley Neighbourhood Plan Referendum
The West Horsley Neighbourhood Plan will be the subject of a referendum on 22 November 2018. Residents who live in the West Horsley Neighbourhood Area (West Horsley parish) and who are able to vote in Council elections will be able to vote in the referendum. They will be asked the following question:
Do you want Guildford Borough Council to use the neighbourhood plan for West Horsley to help it decide planning applications in the neighbourhood area?

West Horsley Neighbourhood Plan and Supporting Documents
We have decided to modify the plan as recommended in the examiner's report, and to progress the plan to a referendum of eligible registered voters within the West Horsley Neighbourhood Area.

We are required to consider whether the plan needs an environmental assessment under the Environmental Assessment of Plans and Programmes Regulations (2004) and whether it needs an Appropriate Assessment under the Conservation of Habitats and Species Regulations (2010). We have determined that neither of these assessments are required.

West Horsley Neighbourhood Area
The West Horsley Neighbourhood Area follows the boundary of West Horsley parish. No other neighbourhood area may now be designated within this area.
Neighbourhood planning in West Horsley parish is led by West Horsley Parish Council. Anyone who lives, works, has a business or is an elected member within the neighbourhood area is entitled to get involved to help produce a neighbourhood plan or a neighbourhood development order for the neighbourhood area.
Neighbourhood planning is a voluntary activity and there is no requirement for residents or businesses to be involved. Residents in the West Horsley Neighbourhood Area who are usually eligible to vote there will be asked to approve any neighbourhood planning measures through a referendum, so residents who are not involved in the planning process will still be able to have a say over the planning policies or development orders that are brought into force.

West Horsley Neighbourhood Area Consultation
The Council received an application for a neighbourhood area from West Horsley Parish Council on 17 June 2014 and consulted on the proposal between 14 July and 26 August 2014.
Following the consultation and a period of consideration officers recommended designating the neighbourhood area as proposed.
