Have your say on the future of local councils in Surrey

Take part in a landmark Government consultation on proposals to replace Surrey's current councils with up to three larger authorities. We support a three unitary approach - Find out more and read our consultation question guide.

Join us at an online or in-person event where you find out more about Local Government Organisation, ask questions and find out how to have your say.

Weather warning

The Met Office has issued a yellow weather warning for heavy rain and thunderstorms from Friday 18 July and an amber weather warning on Saturday 19 July. Read our advice during severe weather for more information.

Essential maintenance to our planning services

There will be disruption to our planning services from Thursday 17 July to Saturday 19 July. This is whilst we carry out some essential maintenance. You will not be able to search or comment on a planning application during this time. We apologise for any inconvenience.

Search the brownfield land register

What is the register?

Our Brownfield Land Register lists Previously Developed Land (PDL) that could accommodate future residential developments.

Learn more about PDL (opens new window)

The register has two parts:

  • Part 1 lists all PDL
  • Part 2 shows which sites we will grant Permission in Principle (PiP) for.

Part 1 is updated annually in December. We may opt to publish Part 2 in a future annual update to the register once a timescale is agreed.

Sites on the register can come from any source. They generally include allocations in the Local Plan, sites with planning permission and sites submitted by landowners. Any site which meets the criteria in Regulation 4 of The Town and Country Planning (Brownfield Land Register) Regulations (opens new window) can go on the register, even if it does not have planning permission.

Some areas of PDL are not in the register. We could still consider these sites appropriate for residential development.

Inclusion of a site on the register does not mean that it will be granted planning permission. All sites will be assessed through the normal planning application process.

Search the register

You can download Part 1 of the Brownfield Land Register as a csv file (csv, 49 KB). The planning status of sites was correct as of 3 October 2024.

Sites with data in the 'EndDate' column are no longer considered to meet the criteria for inclusion in the register (opens new window). Check the 'Notes' column to see why.

Check sites on the register using our interactive map (opens new window)

Ask us to add a site

We will only consider sites which are:

  • 0.25ha or larger
  • big enough for five dwellings

All sites must be:

  • suitable for residential or mainly residential uses
  • owned by someone willing to sell or develop them
  • practical to develop in the next 15 years

To submit a site, complete and send our site suggestion form (Word doc, 27 KB) to planningpolicy@guildford.gov.uk. You can also send a printed copy to:

Find who owns a site

The Council does not hold landowner details for privately owned sites. The Land Availability Assessment provides this information for some sites, but this was up to date only as of the date of publication. For more up to date information, contact HM Land Registry (opens new window).
