Local Cycling and Walking Infrastructure Plan

The Local Cycling and Walking Infrastructure Plan (LCWIP) proposes a walking and cycling network across our borough.

How we will use this plan

We will use the network plans, contained within the LCWIP report, as a basis to seek developer contributions, where appropriate.  

Policy ID9 in the Local Plan: Development Management Policies refers to a mapped cycle network which was intended "as the starting point for the identification of improvements, primarily for utility cycling, provided and/or funded by new development." 

The policy also states that "development proposals are expected to have regard to updated plans...such as a Local Cycling and Walking Infrastructure Plan." 

We now consider the LCWIP to provide the primary framework for the identification of improvements to be provided and/or funded by new development, and the network plans should be used in this regard. 

How Surrey County Council will use this plan 

Surrey Country Council (SCC) will use the LCWIP report as the basis for investment in walking and cycling in the borough. The report sets out concept designs, which are initial options for what could be implemented in some areas. Improvements will only progress if funding becomes available, and after more detailed studies. Each proposal will have a full public consultation on the suggested changes. We have been working with SCC to develop this report and they will lead the future phases.
